Treatment Services Vendor Information - 2023

Treatment Vendor Pre-Solicitation Notice

The U.S. Probation Office for the Southern District of Illinois is currently soliciting treatment providers for fiscal year 2023, beginning October 1, 2022. We are looking for providers of substance abuse, mental health and sex offender treatment services. These services will be procured using Blanket Purchase Agreements. Providers must respond timely to solicitation deadlines and clearly show that (1) they can provide services, (2) such services will be provided by certified, licensed professionals with experience in such treatment, and (3) prices of such treatment shall be as low as or lower than those charged to the treatment provider’s most favored customer for comparable quantities under similar terms and conditions. Please note those instances wherein multiple counties are referenced as a catchment area, the vendor must only have one site somewhere within one of the counties identified as the catchment area.

Interested treatment providers should submit a letter of interest to Senior U.S. Probation Officer Stephanie Sherman or Supervising Probation Officer Reginald Box, Jr. at ILSP_TreatmentServices@ilsp.uscourts.gov, or via mail to the United States Probation Office located at 650 Missouri Avenue, Room 103, East St. Louis, Illinois 62201-2955 or 302 West Main Street, Suite #2-C, Benton, Illinois 62812-1315. Interested providers will receive notification when the Request for Proposals (RFP) have been posted on the U. S. Probation web page at www.ilsp.uscourts.gov (under Treatment Services.)

FY2023 Solicitation Cycle Announcement - July 1, 2022

The United States Probation Office for the Southern District of Illinois intends to procure treatment services for persons under supervision using Blanket Purchase Agreements for the following:

Substance Abuse Treatment and Drug Testing Collection, Mental Health Treatment, and Co-occurring Treatment

Substance Abuse Treatment and Drug Testing: required services may include, but are not limited to, urinalysis collection, sweat patch application/removal, assessments, substance abuse cognitive based counseling (individual, group, and/or family). Mental Health Treatment: required services may include, but are not limited to, psychiatric evaluations, mental health assessments, mental health counseling (individual, group, and/or family, which may also include dual diagnosis counseling), and psychotropic medication.

Sex Offender Treatment

Sex Offender Treatment: required services may include, but are not limited to, sex offense-specific evaluations, counseling (individual, group, and/or family), and support.

Provisional Shelter (Pretrial Clients only)

Provisional Shelter: required services including approved shetler/halfway house for pretrial defendants

Residential Treatment: required services include residential placement in an approved facility with structured substance abuse counseling and drug testing.
